The two aspect ratios do not match — and that is expected

The cover ratio (≈ 1 : 1.455) and the inner ratio (≈ 1.422 : 1) are close to inverses of each other, but they are not identical. Rotating the cover file does not produce the inner file. Are these 4K wallpapers?

No — and that is deliberate. "4K" usually means 3840 × 2160 pixels. Neither iPhone Duo panel reaches that, so a genuine 4K wallpaper would either be upscaled (soft, with invented detail) or letterboxed with black bars.
